Concepts as tools

These terms are instruments, not slogans. They are arranged in five families — from the ground of the theory through its canon and building terms to its diagnostic tools and its self-imposed limit.

Ground

What is order made of, and what is its overarching logic?

Order
A repeatable connection that structures reality — consequence-producing, not a mere frame.
Form
An operative order of selection: procedure, threshold, data model, interface, standard, ranking.
Consequence
The relevant effect of a form on access, visibility, burden, risk, role or chance.
Consequence-responsiveness
The overarching logic of the work: the institutional capacity to bind relevant consequences back to the form, the complex or the site of response from which they arise.
The architectural master term. "Returnability" only as illustrative language, never as a replacement.

Canon

What does democratic answerability require at minimum?

Visibility
The consequence must be able to become visible as the consequence of a form.
Objection
Those affected, or their representatives, must be able to contest the consequence.
Reasons
Reasons must reach the actual genesis of the form, not merely the shell of the decision.
Revision
The form must be changeable, interruptible or re-justifiable — case-by-case or at the level of the form.

Building terms

With which terms is answerability built?

Site of response
The institutional place at which a consequence can arrive and become workable.
Responsive capacity
The operative ability to take up the consequence, give reasons, correct it, pass it on.
Form reach
The test: does the answer reach the level at which the form acts — or does it stay below it?
Bound efficacy
The positive aim: power may act, but stays bound to the conditions of answer.

Diagnosis

How is consequence-responsiveness undermined?

Outsourcing
Consequences, burdens or costs of answer are pushed away from the site of production and advantage, without a return path.
A diagnostic instrument, not a master term beside consequence-responsiveness.
Answer below the working level
The answer stays below the level at which power acts: goodwill instead of revising the form, single-case fixes instead of reaching the pattern.
Pseudo-answer
There is a visible response, but it does not reach the working form.
Advantage shielding
The advantage stays coupled while burden and answer are decoupled — weak return as an order of advantage.

Limit

Where must the theory limit itself?

Attribution relevance
Not every affectedness carries the same weight. The duty of return rises with severity, proximity, repetition.
Measure
Return is required where a relevant consequence actually reaches the working form — not for every distant effect.
No romance of the answer
Answerability is not a maximum. The answer too can overreach, block, paralyse. The counter-pathology must be kept in view.

The terms do not stand alone. Each one earns its place by what it lets the theory test.
